Unlike Viddle's (video-riddles for ye-who-huvnae-yet-been-initiated) that rely mostly on audio & visuals, gonnaenodaethat uses his own words to paint pictures in "Tumbleweed Telegram cases".
As of this writing, the TRUTH has evaded this particular case... This 2 part Telegram "That Wee Boagie" first appeared in a RDR2 mapping thread. One investigator noted that: These telegrams are replies to people trying to decipher the leaked map and plot them to things from officially released info. Since the full map wasn't released at that point and the leaked map was the only reference, perhaps Preacher was hinting at where to look on the leaked map? A lot of stuff was moved around in the final version of it.
Part 1 was in response to posters accurately locating "North" on the leaked / reconstructed map:

Well...there are convicts, escaped and otherwise. There are chain gangs. So they're being penned SOMEwhere. Whether or not it's Sisika, whether or not that's the be-all end-all of prisons, like Bolingbroke, I dunno. But I'm still considering there's clues that it's actually an Indian reservation, not a working prison. Around that era, the US used to ship Indian "hostiles" to POW camps in Florida, far east of their tribal homes. And Sisika is the name for the Blackfoot tribe of Montana. So Sisika Island might be a rez.

Maybe we can analyze this mission to find other half of the TRUTH: I noticed the word FALL was mentioned in the mission by MICAH. Seems like a "foreshadow" of some sort. I want to see some participation, any ideas would be great!

I haven't been able to do much but retread old theories, theres 2 halves of this riddle, one half is solved , "Old Friends" seems to be part 1. Was the solution as simple as American Venom? the mission foreshadowed by the wee boagie smoking lenny when he says to micah "when you fall there will be a party". Old friends has you pass through Mount Hagen where the final shootout takes place. But we suggested as much way back then. The other theory was since part 2 is in response to a comment on sisika, perhaps it centres on John and Dutch somehow as John takes the fall for the gang and ends up there. One nugget of info snawballing. Though the preacher never spoils, so american venom may be off limits. Theres also Enter, Pursued by a memory. So john Didnae stay strong Didnae stay with me Ma beautiful dream died in the snaw (and maybe a little at a stretch the scars on johns face killing his beauty or something) Thats where im at as of this evening picking this case back up. I must say its fun to be on the red dead wiki again. I do wonder why this case and why right now. big old capital SOMEwhere in that pic is somethingI also need to revise a bit, I know previously i said these telegrams matched missions but id like to revisit each one and how we found its connection. Due time. EDIT: Revision is key as always back to thinking about whats missing. Im digging into the archives to find other telegrams.

OLD FRIENDSThis mission unlocks Dead Eye Targeting. -> Small nugget of information snowballs into the events of the larger game (the train robbery "plans") -> A great shootout in the cold-> High Midnight, It's scripted to transition to dark by the time you return/Themes of revenge ala the movie and the setting not being western influencedIn response to the user considering clues about Sisika being an Indian reservation:We know Sisika is not an Indian reservation, and there is only one in the game Wapiti. I could not find anything linking Wapiti to a mission in the snow or to "Old Friends". However, there is one theory that pulls the Native American thread. THE AFTERMATH OF GENESIS. (I couldn't find a previous case linked to this with a few quick searches of the forum. PLEASE correct me if I'm wrong).First things first, the speech "Stay Strong, Stay with me" appeared in media prior to the game's release. We didn't know then that it was literally the start of the game, THE GENESIS. So after that speech, what happens? The player has a choice... OLD FRIENDS or THE AFTERMATH OF GENESIS. THE AFTERMATH OF GENESIS VIA RDR2 WIKIThis mission unlocks Eagle Eye. With the gang low on supplies and starving, Mr. Pearson sends Arthur and Charles out hunting. Bit about ol' Charlie at the start of the game: Charles didn't hear the "Stay Strong, Stay with me" speech. Not only that but... He didn't stay strong (injury) He didn't stay with Dutch (he ran and fled Blackwater, having to later regroup)"Reserve judgement" might refer to an Indian reservation judgment, perhaps referencing how Charles, as a recent addition, is reserving judgment of Dutch and Micah etc. (the "my right" parts are iffy in this theory) "my right to take the faw" "Ma beautiful dream died in the snow" = and stick with me for this one but the positive honor gives Arthur dreams of deer. Here we hunt deer in the snow. This would also make sense as a two-part theory, as these missions are two sides of the same coin, the Colter chapter. Id like to bounce this about abit and get it disproven. In the meantime ill dig deeper into wapiti.
